Trainings at IT Company

I am working for a company where I informed my manager that I need to learn some licensed tool for my own growth.He asked me explore the options..Immediately I emailed some groups in QA on to inquiring about some tool.After which I tried and contacted my trng dept at my office and they told me that they are comfortable in hiring for an external trainer and having a full fledged trang in office.... I was extremely happy for this step.....
I spoke to my manager about the conversation between me and trng dept.. and my manager asked me to take the case fwd...now suddenly i come to know my company(trng dept) arranged and internal trainer with lesser knowledge and for FOC off course for this training ...in this way to save the cost of hiring external trainer..they asked some internal trainer to take this training...

And then at the end the company expects us to be proficient in everything....
